The knock-down effect helps to keep the enemy at a distance and stops them from firing back. It takes time to stablize properly, which makes it hard to take precise shots if you don't hold down the button for a while, especially if you've got an enemy hiding behind cover and poking their head out to fire back. As it is it only applies to your long range weapons, and why would you need someone far away to be knocked down? All it does is mess upp your aim on the followup shot. Knock down would be better if it applied to non scoped, close range rifles. If you are waiting for an enemy to move away from cover here is a protip: Release the button and press it only when you have a shot. All it does is allow you to sit there longer doing nothing.
